Use the collection timer
The timer is not intended to punish genuine delays. It gives both members a clear point at which the item may be offered to somebody else. The giver can extend the deadline when communication is good.
Giving up is better than disappearing
A selected collector who can no longer attend should release the item promptly. That allows another interested member to be chosen and avoids wasting the giver's time.
